[flang] [OpenMP] Test Infra update to support OpenMP symbol tests 

During the symbol tests, OpenMP directives (start with "!$omp")
line needs to be saved for 1.f90 and 2.f90. Also moved "OPTIONS:"
detection to common.sh as "$USER_OPTIONS"
