[InstCombine,InstSimplify] Optimize select followed by and/or/xor

This patch adds `A & (A && B)` -> `A && B`  (similarly for or + logical or)

Also, this patch adds `~(select C, (icmp pred X, Y), const)` -> `select C, (icmp pred' X, Y), ~const`.
