[CodeGen] Use SPLAT_VECTOR for zeroinitialiser with scalable types

Summary:
When generating code for the LLVM IR zeroinitialiser operation, if
the vector type is scalable we should be using SPLAT_VECTOR instead
of BUILD_VECTOR.
