[AMDGPU][llvm-mc] Predefined symbols to access -mcpu from the assembly source... 

[AMDGPU][llvm-mc] Predefined symbols to access -mcpu from the assembly source (.option.machine_version...)

The feature allows for conditional assembly etc.
TODO: make those symbols read-only.
Test added.
