[CMake] llvm-extract depends on intrinsics_gen

llvm-extract.cpp has the following include chain:

llvm/IR/Function.h
llvm/IR/Argument.h
llvm/IR/Attributes.h
llvm/IR/Attributes.gen

This means llvm-extract needs to depend on intrinsics_gen.
