[X86] Teach combineCVTP2I_CVTTP2I to handle STRICT_CVTTP2SI/STRICT_CVTTP2UI 

Allows us to shrink 128-bit simple load to enable folding for
v2f32->v2i64 vcvttps2qq/vcvttps2uqq.
