[lldb/Plugin] Generate LLDB_PLUGIN_DECLARE with CMake

Generate the LLDB_PLUGIN_DECLARE macros with CMake and a def file. I'm
landing D73067 in pieces so I can bisect what exactly is breaking the
Windows bot.
