[NFC] Introduce a 'struct Range' for IRCE

Use the struct instead of a std::pair<Value *, Value *>.  This makes a
Range an obviously immutable object, and we can now assert that a
range is well-typed (Begin->getType() == End->getType()) on its
construction.
