[ScopBuilder/ScopInfo] Move ScopStmt::collectSurroundingLoops to ScopBuilder. NFC. 

This method is only called in the SCoP building phase.
Therefore it fits better into ScopBuilder to separate
SCoP-construction from SCoP modeling.
