[AVR] Insert JMP for long branches

Previously, on long branches (relative jumps of >4 kB), an assertion
failure was hit, as AVRInstrInfo::insertIndirectBranch was not
implemented. Despite its name, it is called by the branch relaxator
for *all* unconditional jumps.
