[RISCV] Cleanup some vector tests. NFC

Some tests had scalable vector intrinsic names with fixed vector types.
Some had types in the wrong order.

Remove scalable vector test from fixed vector files.

Also replace insert+shuffle constexprs with fixed constant vectors.
