[debugserver] Fix more compiler warnings on arm64

This fixes the following two warnings in code that's only compiled on
arm64:

 - warning: cast from 'const void *' to 'unsigned char *' drops const
   qualifier [-Wcast-qual]
 - warning: embedding a directive within macro arguments has undefined
   behavior [-Wembedded-directive]
