Reland "Relax constraints for reduction vectorization"

Change from original commit: move test (that uses an X86 triple) into the X86
subdirectory.

Original description:
Gating vectorizing reductions on *all* fastmath flags seems unnecessary;
`reassoc` should be sufficient.
