[DAGCombiner] Extend visitAND to include EXTRACT_SUBVECTOR

Eliminate an AND by redefining an anyext|sext|zext.

     (and (extract_subvector (anyext|sext|zext v) _) iN_mask)
  => (extract_subvector (zeroext_iN v))
