[Utils] Put includes in correct order. NFC.

Summary:
    Followed the guidelines in:
    http://llvm.org/docs/CodingStandards.html#include-style
    
    However, I noticed that uppercase named headers come before lowercase ones
    throughout the codebase. So kept them as is.
