[spirv] Add bit ops

This CL added op definitions for a few bit operations:

* OpShiftLeftLogical
* OpShiftRightArithmetic
* OpShiftRightLogical
* OpBitCount
* OpBitReverse
* OpNot

Also moved the definition of spv.BitwiseAnd to follow the
lexicographical order.
