[InstCombine] foldAndOrOfICmpsOfAndWithPow2 - add vector support 

Support vector cases for folding:

 (iszero(A & K1) | iszero(A & K2)) -> (A & (K1 | K2)) != (K1 | K2)
 (!iszero(A & K1) & !iszero(A & K2)) -> (A & (K1 | K2)) == (K1 | K2)
