Revert "[DWARF] Allow cross-CU references of subprogram definitions"

This reverts commit 30038da1. It causes
the stage2 thinLTO bot to fail with:

Assertion failed: (CU.getDIE(CalleeSP) && "Expected declaration subprogram DIE for callee")
