[libc++] Implement P0154R1 (Hardware inference size)

`__GCC_CONSTRUCTIVE_SIZE` and `__GCC_DESTRUCTIVE_SIZE` are available since GCC 12. I'm assuming clang will also implement these for compatability with libstdc++.
