[DAG] Commute shuffle(splat(A,u), shuffle(C,D)) -> shuffle'(shuffle(C,D), splat(A,u))

We only merge shuffles if the inner (LHS) shuffle is a non-splat, so commute these shuffles to improve merging of multiple shuffles.
