[CodeGenPrepare] Handle all debug calls in dupRetToEnableTailCallOpts() 

This patch makes sure that a debug value that is after the bitcast in
dupRetToEnableTailCallOpts() is also skipped.

The reduced test case is from SPEC-2006 on SystemZ.
