[ADT] Add APInt::isNegatedPowerOf2() helper 

Inspired by D111968, provide a isNegatedPowerOf2() wrapper instead of obfuscating code with (-Value).isPowerOf2() patterns, which I'm sure are likely avenues for typos.....
