[AMDGPU] Use the general SMAX/SMIN/UMAX/UMIN pattern matching and remove the AMDGPU implementation 

D9746 added general SMAX/SMIN/UMAX/UMIN pattern matching to SelectionDAGBuilder::visitSelect.
