[InstSimplify] allow folds for fmin/fmax with 'ninf' 

maxnum(ninf X, +FLT_MAX) --> +FLT_MAX
minnum(ninf X, -FLT_MAX) --> -FLT_MAX

This is based on the similar codegen transform proposed in:
