[CodeGen]Add NoVRegs property on PostRASink and ShrinkWrap

Summary:
This change declare that PostRAMachineSinking and ShrinkWrap require NoVRegs
property, so now the MachineFunctionPass can enforce this check.
These passes are disabled in NVPTX & WebAssembly.
