    Add CMakeLists.txt for Quantization and FxpMathOps dialects (and misc fixes to build with OSS setup).

    Tested:
      cmake -G Ninja ../llvm/ -DLLVM_BUILD_EXAMPLES=ON
      ninja check-mlir
