[InstCombine] Refactor substitution of instruction in the parent BB (NFC)

Add the new method `LibCallSimplifier::substituteInParent()` that calls
`LibCallSimplifier::replaceAllUsesWith()' and
`LibCallSimplifier::eraseFromParent()` back to back, simplifying the
resulting code.
