[OpenMP][CMake] Clean up the CMake variable `LIBOMPTARGET_LLVM_INCLUDE_DIRS`

`LIBOMPTARGET_LLVM_INCLUDE_DIRS` is currently checked and included for
multiple times redundantly. This patch is simply a clean up.
