[SimplifyCFGPass] mergeEmptyReturnBlocks(): skip blocks scheduled for removal as per DomTreeUpdater

Thus supporting lazy DomTreeUpdater mode,
where the domtree updates (and thus block removals)
aren't applied immediately, but are delayed
until last possible moment.
