DebugInfo: Implement MDLocation::getInlinedAtScope()

Write `MDLocation::getInlinedAtScope()` and use it to re-implement
`DebugLoc::getScopeNode()` (and simplify `DISubprogram::Verify()`).
This follows the inlined-at linked list and returns the scope of the
deepest/last location.
