Revert "[SLP] allow matching integer min/max intrinsics as reduction ops"

This reverts commit 3c8473ba and includes test diffs to
maintain testing status.

There's at least 1 place that was not updated with 7202f475 ,
so we can crash mismatching select and intrinsics as shown in
PR49730.
