[clang-tidy] Ignore blank spaces between cast's ")" and its sub expr.

Summary:
Before the change:

`auto i = (Enum) 5;` => `auto i = static_cast<Enum>( 5);`

After the change:

`auto i = (Enum) 5;` => `auto i = static_cast<Enum>(5);`
