[flang] Implement IEEE_SUPPORT_xxx inquiry functions

Implement IEEE_SUPPORT_DATATYPE() and other inquiry intrinisic
functions from the intrinsic module IEEE_ARITHMETIC, folding all of
their results to .TRUE.
