[mlir][vulkan-runner] Remove duplicated/uncessary link libraries

vulkan-runtime-wrappers does not need MLIRSPIRVSerialization,
which is used by the ConvertGpuLaunchFuncToVulkanLaunchFunc pass
under the hood.
