[OPENMP] Add option '-fopenmp-version=[31|40|45]' allowing choosing

OpenMP version.

If '-fopenmp' option is provided '-fopenmp-version=' allows to control,
which version of OpenMP must be supported. Currently it affects only the
value of _OPENMP define.
