[CMake] Connect check-compiler-rt to check-all

When using the LLVM_BUILD_EXTERNAL_COMPILER_RT option with
LLVM_ENABLE_TESTS we should also bind check-compiler-rt to check-all so
that the compiler-rt tests run too.
