[X86] Add *_EXTEND -> *_EXTEND_VECTOR_INREG opcode conversion helper. NFCI. 

Given a *_EXTEND or *_EXTEND_VECTOR_INREG opcode, convert it to *_EXTEND_VECTOR_INREG.
