[AST][NFC] Pack CXXNoexceptExpr and SubstNonTypeTemplateParmExpr 

Use the newly available space in the bit-fields of Stmt.
This saves one pointer per CXXNoexceptExpr/SubstNonTypeTemplateParmExpr.

Use this opportunity to run clang-format on these two classes and
fix some style issues. NFC overall.
