ValueMapper: Hide Mapper::VM behind an accessor, NFC 

Change Mapper::VM to a pointer and add a `getVM()` accessor for it.
While this has no functionality change, it minimizes the diff on an
upcoming patch that allows switching between instances of
ValueToValueMapTy on a single Mapper instance.
