[MLIR][GPU] Add CUDA Tensor core WMMA test

Add a test case to test the complete execution of WMMA ops on a Nvidia
GPU with tensor cores. These tests are enabled under
MLIR_RUN_CUDA_TENSOR_CORE_TESTS.
