[ValueTracking] Add logic for `isKnownNonZero(ctlz/cttz X)`

for `cttz` if `X[0]` is non-zero, then the expression is non-zero.
for `ctlz` if `X[SignBit]` is non-zero, then the expression in
non-zero.
