[mlir][vector] Add folder for ExtractStridedSliceOp 

Add folder for the case where ExtractStridedSliceOp source comes from a chain
of InsertStridedSliceOp. Also add a folder for the trivial case where the
ExtractStridedSliceOp is a no-op.
