[LLVM] Accept `S` in augmentation strings in CIE

Summary:
Ignore 'S' in augmentation string on input. It just marks a signal
frame. All we have to do is propagate it.

Fixes facebookincubator/BOLT#21

This was already in LLVM trunk rL331738. Update llvm.patch.
