[flang] Error checking for IBCLR/IBSET and ISHFT/SHIFT[ALR]

Bit positions for the intrinsics IBCLR and IBSET and shift counts
for the intrinsics ISHFT/SHIFTA/SHIFTL/SHIFTR should be validated
when folding.
