[X86][SSE] Add SCALAR_TO_VECTOR(PEXTRW/PEXTRB) support to faux shuffle combining 

Generalized existing SCALAR_TO_VECTOR(EXTRACT_VECTOR_ELT) code to support AssertZext + PEXTRW/PEXTRB cases as well.
