[LLDB] Always remove debugserver from LLVM_DISTRIBUTION_COMPONENTS 

Centralize the logic to remove debugserver from
LLVM_DISTRIBUTION_COMPONENTS when LLDB_USE_SYSTEM_DEBUGSERVER is
enabled. Now this happens regardless of whether the tests are enabled.
