[test] Temporarily disable two tests on Windows 

Disable the two failing tests until Raphael has a chance to investigate:

Failing Tests (2):
    lldb-Suite :: functionalities/completion/TestCompletion.py
    lldb-Suite :: functionalities/target_command/TestTargetCommand.py
