[libclang] Introduce a couple of functions to make it convenient

to get at the parameters (and their types) of a function or objc method cursor.

int clang_Cursor_getNumArguments(CXCursor C);
CXCursor clang_Cursor_getArgument(CXCursor C, unsigned i);
