Fix <rdar://problem/6619539> incompatible pointer types sending... 

Fix <rdar://problem/6619539> incompatible pointer types sending 'XCElementSpacer *', expected 'XCElement *' (not handling protocol signatures correctly?).

- Reworked ASTContext::canAssignObjCInterfaces().
- Added ObjCProtocolDecl::lookupProtocolNamed().
