[InstSimplify] Handle some overflow intrinsics in InstSimplify

This change does a few things:
- Move some InstCombine transforms to InstSimplify
- Run SimplifyCall from within InstCombine::visitCallInst
- Teach InstSimplify to fold [us]mul_with_overflow(X, undef) to 0.
